This one is supposed to have been told by Todor Zhivkov, a Bulgarian
dictator and first secretary of the Party, known, amongst other things,
for collecting political jokes and telling them at various inappropriate
times.

"George H. W. Bush, Mikhail Gorbachev, and François Mitterrand are
having an important meeting on board of a large liner ship in the middle
of the ocean. All of a sudden, the ship starts to sink. For whom will
the people cry most, comrades?"
(Silence, nobody dares to respond. Zhivkov continues after a while.)
"The people will cry the most about me, of course! Because I wasn't
onboard the ship!"
