Changing dak is pretty trivial -- it's two lines in dak.conf, and a few
changes in the byhand-dm script that does the BYHAND processing. Change
another line in dak.conf and make a couple more changes to byhand-dm to
change the keyring name to debian-maintainers-keyring.gpg too, if desired.

I think this could be worthwhile. If desired, we could have
debian-maintainers stick around as a BTS pseudopackage so bugreports
didn't have to be moved.
