I did not think that polishing a plan, making sure it would
work, and getting buy in from people whose work it might impact in any
way precludes it from consensus building.
I hate half baked proposals thrown over the wall for the general
public to chew on. A well detailed, thought out, workable plan is to be
preferred in every way to half baked ideas, so I helped "bake" it.
How it goes from here is up to the proposer.
