[Dbconfig-common-devel] createlang in a postgres database

in addtion to the install directory, there's an install-dbadmin
directory that will run the code with administrative credentials,
and was designed with stuff like this in mind.  however, it's not
very well tested... could you give it a try and let us know how
it works?
