this has been brought up a few times in the past. the primary problem
with doing this is that debian-sys-maint isn't intended for this use,
and isn't guaranteed to have such privileges (specifically the grant
and create privileges). other packages in the past have used it only to
run into problems later (i can't seem to find the bug numbers right now).
i think it was either phpbb or bugzilla, but i really can't remember.

i'm curious how you determine whether the account is fully privileged.
also, how this works when talking to a remote database, and when the
account doesn't exist at all.

why would you want to do that, out of curiosity?
