[Dbconfig-common-devel] new release -> unstable

hey everyone,

just fyi, there's a long overdue release just sent at unstable.  it includes a 
huge chunk of fixes (mostly thanks to niko!), as well as the beginnings of a 
new test framework which has sort of distracted me into a little side 
project :)

i suspect another version will be following soon, with better test coverage 
and some updated debconf templates (after i coordinate with debian-i18n on 
some specifics).
