yes it is a problem of dbconfig-common (AFAIK) that it cannot handle
precreated databases that are quite common in an 'enterprise'
environment. It always needs full db admin access. I am setting the
mailing list on Cc: to get more input. As a workaround you can
manually configure otrs.
