[Dbconfig-common-devel] Read only access for all users to database

dbconfig-common doesn't handle that, nor do I believe you should do that
for any package in Debian. The database you are looking into may be on a
different host and other system users of that system may have no
business in the package database.

If you really must, you should grant the access yourself after dbconfig
did its thing, but typically you'll have to ask multiple questions again
(like the admin credentials), as dbconfig-common makes sure they are
"forgotten" before returning.
