[Dbconfig-common-devel] Read only access for all users to database

Hey Paul,

I'm still having this problem. All I want is for another system user to
authenticate as the PostgreSQL dbc_dbuser (role).

According to this, dbconfig-common can create database users:

If this is outside of the realm of dbconfig-common, is there a generic
recommended recipe for doing this through maybe a postinst hook?
