You must ask the current maintainer to "orphan" the package. Then, you
"adopt" the package by setting yourself as maintainer, and then
getting your sponsor to adopt it. Be sure to add your patch while you
do this.

Yes. I think you may want to use collab-main/ext-maint or the
resources of the Python modules packaging project. Either way, you
also allow others to check out your work easily.
