Trove vocabulary

Hi,
i've converted the trove categories (as used by sourceforge, savannah,
freshmeat, gnome.org and alioth.debian.org) to a debtags vocabulary file
with ~305 entries.

First of all, there are bugs in there. the short_name wasn't unique for
some cases ("bsd", "other", and such cases) - you'll notice that in the
html rendition...

Note that implications in trove formed a proper tree, and certain
aspects we want are missing. so this vocabulary will need work.
But i think it is a good starting point.
(Thaddeus H.Blacks might be an alternative though!)

Actually i would like to keep our vocabulary very close to trove - maybe
even updating trove later - because this can make classification way
easier for maintainers. They often can just take upstream tags.

I haven't looked to closely at the available categories yet... but i
already found one tag that we'll need to add: "junior"

How about "OSI approved licences", are they DFSG-free?
