adding some tags

Hi,
Where are we supposed to discuss the addition of new tags?
If it's here, I'd like to propose that we add some tags like
- mouse : mouse related
- keyboard : keyboard related
For example, something like package xbindkeys can only have x11 and
daemon tags. We could add a keyboard tag to it.
Then we could also add the keyboard tag to the following packages:
bl, blinkd, dvorak7min, gkrellm-leds, gok, gok-doc, gtkeyboard, ion,
ixbiff, keyboards-rg, ledcontrol,
libokey-ocaml-dev, libxkbd0, libxklavier7, lock-keys-applet, mailleds,
nonlock, numlockx,
synergy, tleds, wmkbd, xkbd, xkbd-dev, xkbset, xkeycaps, xkeysw,
xkeysw-config, xmacro, xvkbd, xxkb
The same could be done with mouse, though I didn't identify the
packages yet. I'll be able to do everything once the tag has been created,
if you juge it's adequate.

I saw there were tags like not-yet-tagged, and not-yet-tagged-[a-z].
What about creating an "incomplete" (packages whose tag list is known
to be incomplete) tag?
not-yet-tagged would imply incomplete, of course.
Then, we could replace not-yet-tagged, and not-yet-tagged-[a-z] by
incomplete for packages that have at least one other tag.

What are the ways to edit the debian package tag collection? Is there only
one database?
I can see that "debtags update" retrieves the database from
http://people.debian.org/~enrico/tags/tags-current.gz
but the web package browser is at
http://debian.vitavonni.de/packagebrowser
Are the two connected/synchronised? How is it stored? (in a file,
database, etc... ?)
Are there other tools to edit the database?
