Packages that use dh-autoreconf must build-depend on dh-autoreconf as
per Debian Policy.

  dh-autoreconf is not in debhelper

Status in “debhelper” package in Ubuntu:
  Won't Fix

Bug description:
  If you run `pdebuild` on package without `dh-autoreconf` installed, it
  will fail, because `pdebuild` tries to clean up before building, and
  clean up fails if `dh-autoreconf` is used.

  Because this package provides such essential functionality as clean
  up. I propose to add it to `debhelper`. Otherwise the stuff becomes
