[debhelper-devel] Bug#737388: debhelper: update dh_installemacsen postinst etc. scripts to newest emacs policy

The emacs policy has recently changed; the 2.0.7 version of
emacsen-common has a slightly different set of snippets to place in
the maintainer scripts (section 5 of the policy).

Please could you update debhelper to reflect this change?
