Sure it is!

My mobile phone boots for more than 5 seconds :)
18 seconds until it prompts me for the PIN, another 18 seconds until 
it shows the 'ready' screen (meanwhile entertaining me with Nokia, 
Vodafone and Debian banners :).
(yes, I don't reboot it that often so no much hassle).

Disabling udev would disable hot-plugging (i.e. an usb stick, or 
wireless card (via the hot key))

Removing any sevices you don't use would speed the boot too (I use 
apache2). Purging them would spare some additional milliseconds as the 
init script would be removed too (but you would lose any changes to 
their configuration).
