Coreboot [1] would be able to set up the hardware in some milliseconds,
so you would be right prompted to your boot loader in less then a
second.

Unfortunately coreboot has not been ported yet and it is unlikely that
it will be. Would have been easier with devices from for example AMD or
VIA, because they actually support the coreboot development with
ressources, documentation and developers.
