[Debian-hebrew-common] Bidi UI packaging

Shachar did the actual packaging.
As far as I know, the main problems he encountered were:
1. The lake of proper copyright/licensing clauses in the file headers.
2. Upstream doesn't provide an source tarball, and it should be packaged
using a CVS release tag [0].
3. Changing the package with is intended for Thunderbird to work with
Icedove's directory layout.
To do the packaging, please open your self an Alioth [1] user, after
that I could give you write access to our subversion repository, where
you can find the last release and some unreleased changes.
As this is your first package (at least with us), please try to build it
on your computer first, only than starting to commit to the svn.
We usually do a review of the package after it's committed to the svn,
and another review rounds depending on the comments.
