[Debian-hebrew-common] Please update debconf PO translation for the package tzdata 2007e-7

What about cooperating on this (and other translations through Ubuntu's
Rosetta? Is there some other way to share the load among multiple users?

I startted editing this file using vi/kedit but there must be specialised
tools to:
1. Edit these files more quickly.
2. Take advantage of many of these strings being already translated for
other packages.
