[Debian-hebrew-common] LibHdate 1.4.10 Released

The new year for Trees is nearing and a new version of libhdate is out.

A) Important changes:
Bug fix: This release fixes a bug that made libhdate err once in
two/three years on 30 of heshvan.
Licensing: libhdate is now GPL3
File path: man files are now located in docs/man and not in the src directory.

B) Important changes for packaging:
Python, perl and pascal will now build by default, configure flags
--enable-perl --enable-python --enable-pascal will *NOT* work !
If users want to build without bindings they can use the new flags
--disable-perl --disable-python --disable-pascal

C) Code migration from cvs to svn. To use the new code repository do:
svn co https://libhdate.svn.sourceforge.net/svnroot/libhdate/trunk/libhdate
