[Debian-hebrew-package] patch: fribidi 0.19 on debian

Hi,

I made the patch so I can play with the pyfribidi 0.8 witch require
fribidi >= 0.19. It will not compile with debian's fribidi. It was an
easy way to install a new version of fribidi without falling over
files from debian's fribidi package. If the commonly used packages
work with the new fribidi api then there is no need for the change.
