Looking a bit more in details at the vsftpd logs for the last week, I
see that only uploads from Germany and Hungary are affected. All the
uploads from Japan, New Zealand, USA (except one) and from
sompek.debian.org have been successful.

All of the failing uploads from Germany are coming from 160.45.0.0/16,
except one from 92.200.0.0/16. All of the failing uploads from Hungary
are coming from a single IP in 193.6.61.0/23.

I don't say there isn't an issue, but it's not like it's failing from
everywhere either.
