Interesting. Testing with scp, it initially works and always stops
after 2112 KiB, reproducibly so that I have to cancel it with ^C:

root at vs76:..lib/buildd> scp gfortran-5_5.2.1-23+b1_x32.deb
glaubitz at leda.debian.net:
gfortran-5_5.2.1-23+b1_x32.deb
                                       8% 2112KB 136.5KB/s - stalled
-^gfortran-5_5.2.1-23+b1_x32.deb
                                         8% 2112KB 122.8KB/s - stalled
-root at vs76:..lib/buildd>

Really odd.
