No it's clearly not related to filesystem corruption. Those kind of
problems are due to synchronization issues with the main archive. It has
seen a lot of bugs recently (a few dinstall on the main archive have
been skipped) and also a lot of changes (xz compression most notably).

In practice the issue you reported is due to the arch:all files not
being synchronised anymore. This seems to be due to the following file
which was empty on the mirrors:

http://ftp.debian.org/debian/indices/files/components/suite-unstable.list.gz

This seems to have been fixed with the last dinstall and propagated to
the mirrors, so i guess the next mini-dinstall will fix that.
