[Debian-ports-devel] Add samba to x32's Not-For-Us list

Hi Daniel!

I blacklisted dumb-init and mod-gnutls for the same reason you want to block samba - these packages made the buildd hang.

I can blacklist samba, too, once I'm back at the keyboard.
