Yes, the debootstrap command is the correct one to create a ppc64 
chroot environment.

The above debootstrap command works on my PowerMac G5 1.8GHz. Other
people are using it on OpenPower machines and I did not hear
anything about crashes before. Which kernel are you using?

Anyway, I prepared and uploaded a ppc64 chroot environment at

http://debian-ppc64.alioth.debian.org/gcc4/ppc64-chroot.tar.bz2

Perhaps you could unpack this on your machine and try if that one
works for you.
