This problem should be fixed now. The lastest version of perl was
missing because of a build problem in the latest version db4.4.
I just uploaded the latest perl version 5.8.8-2 to the ppc64 archive.
So it should now be possible to
apt-get update; apt-get upgrade; apt-get install dpkg-dev
in the ppc64 chroot environment.
