      I explicitly turn off all optional features

      better libpetsc dep, building with libhypre
      I strip out all the RPATH/RUNPATH tags from my shared objects
      Turned on the static libraries again
      removed doc file for nonexitent package shipping nonexistent docs
      shipping libsundials-nvecserial-dev
      Added libsundials-dev meta package
      added README that explains the source repacking
      pre-release to experimental

James Tocknell (4):
      Update BLAS/LAPACK deps to correct metapackages
