Not yet.  xml-core is simply not mature enough for public hacking.
sgml-base is going through some clean-up right now and awaits a total
make-over when we go to maintaining the SGML catalogs in the same way
we do the XML catalogs.  So, at some point they definitely go into
the project's CVS repository, but not yet.  But patches are always
welcome.
