[xml/sgml] xerces{23,24,25} are in dep-wait but shouldn't be

It seems that xerces23, xerces24, and xerces25 are in state dep-wait
on arm though they should not be as all their dependencies can be
satisfied on arm.  The information on buildd.net:

http://www.buildd.net/cgi/package_status?all_pkg=xerces23&searchtype=go

shows a dependency upon libicu28-dev, but there is no longer any such
dependency.  This dependency was replaced by one on libicu21-dev
(which is already built on arm) in the most recent upload for all the
packages.

What can we do to get the package back to Needs-Build?
