I've just built the package (r17) and it seems to work ok with no
incoming packages, it creates all the needed directories and
databases.

However if you try to upload something to incoming/ (for example my
built of the debpool package itself) debpool fails:

Couldn't install package 'debpool'

And here's the log (the first to entries are a simply a test run with
an empty incoming queue):
