[debpool] init script

Hi,

I made the init script work for both starting *and* stopping
the debpool deamon and added it to my branch.
The approach I took is:

- - debpool already creates a .lock file containing the PID;
  I modified Config.pm so that this file defaults to
  /var/run/debpool/debpool.pid
  The directory /var/run/debpool must be owned by the
  debpool user (assumption is that debpool does not run as root).

- - The /etc/init.d/debpool script uses start-stop-daemon
  with the --pidfile parameter to shut down the proper process.
