[debpool] My branch merged into master branch

Since there's been so many changes made to debpool since version 0.2.3 and I 
have changes from the other branches in my branch, I went ahead and merged my 
branch into the master branch.

I've also applied the patches from Hilko as well. There are some minor changes 
I made after applying the patches. They are:

  * Change AUTHOR field of Makefile.PL to Debpool Developer's mailing list.
  * Supply VERSION field when building package based on changelog.
  * Install DebPool::Config manpage in section 5.
  * Change AUTHOR field in manpages to Debpool Developer's mailing list.

And of course I've updated the changelog. This I have as version 0.3.2. I'll 
have a proper package that can be uploaded soon.
