Yes, that is how it works. Pretty simple.

The source code of the scripts used for maintainance on the database
are in the subversion repository. If you have p.e. a patch that allows
someone to subscribe to a tag i could set that up for you. You still
won't get notifications for changes made in the web frontend though.
The web frontend is really bad code IMHO. That is why i didn't commit
it to svn. That definitely needs to be rewritten.
