[Debtags-devel] Incompletely tagged packages

Hi,
we have a bit of problems with incompletely tagged packages that do
not have the "not-yet-tagged" tag (which is kind of automatic).
Seems like a lot of "lib*" and "*-dev" packages are affected.

When adding tags to packages that only have "not-yet-tagged" tags we
probably should add some kind of "special::automatically-tagged" tag
to flag this.

We need more tags for such libraries, and we need to sort out which
were only automatically tagged.
