Here's part 2!

I tried to put down a tutorial for people who are interested in giving a
look at the vocabulary, based on the tutorial we made at
http://www.ubuntulinux.org/wiki/DocteamStepByStepRepository with the
Ubuntu Documentation Team.
That should put into practice some formalised editorial process on the
Debtags vocabulary. I have not linked that page anywhere yet, because I
wanted to wait for comments.
If we agree it's a good idea, then me might have the first good entry
point for the group. Working as a facilitator for the Ubuntu
Documentation Team, I realised some points that help a lot new people to
get involved in a group:
1) One can start with doing trivially easy things; this helps in
focusing on knowing the other people in the group without being
distracted by the task itself;
2) One must have lost of immediate feedback; this helps in maintaining
motivation, so that one doesn't perceive that what they're doing is
useless;
3) One must be entrusted more responsibility as one gets into the group
and moves to more important stuff.
This vocabulary work can be the first task in Debtags that can fit these
three points.
