So you ever run "debconf" yourself? Debconf is more like a libary, actually.
dpkg-reconfig is an utility (it doesn't really do anything, its just a
tool to change the behaviour of others. tool == utility?)

dpkg and apt-get are more difficult. I would say that dpkg is not
really intended for end users, so in my opinion it has more the
libary-like role. Or tool-role.
apt-get however is the command line interface to the apt libraries
(kind of). I would say apt-get is an application, just like aptitude,
synaptic, ...
