Thanks! I just committed a strongish review after a reread I did on a
printout: I hope I didn't mess it up too much.

Have a look at it now: I merged the general introduction with the more
practical one, and expanded things a bit.

Ideally yes, but last time I look at carefully-tagged packages, I found
that they were packages in which someone tried adding like 50 random
tags... so I guess we should probably leave the "carefully-tagged" tag
aside until we can do stuff like only registered users can assign it.
