I face the same problem, so I support any action that would help to
separate framework discussions from vocabulary discussions.

Experience shows that this kind of filtering does not work, as you
generally cannot expect that everyone would follow this rule.

Creating a separate mailing-list usually works better, even if
I bet that some people would still post about the vocabulary on
debtags-devel from time to time (and then be pointed to
debtags-vocabulary).
