Hand-approving changes from the central database

Hello Enrico,
I could add a column to the tag-assignment table in the central
database, name "approved", default value 0, and then we could write a
webapp with restricted access to do the approving.
Just someone would need to do the cgi (and it's a woody box this is
running on...).
