It just happened.  Blame mornfall :)

I however agree with Erich that a #debtags channel would never take off,
and #debian-devel on OFTC can be a good substitute.  I permanently hang
around there, and I have my irssi set to highlight lines containing
'debtags'.

I'm unfortunately not on #debian-devel on Freenode, since one day in
which I had the impression that the channel on OFTC was less noisy and
more useful.  But I can join back if needed.
