I think I've fixed this. It was just a configuration option in the
tracker that I needed to set. It seems nat checking is not so
effective when the tracker is behind a nat, so I've disabled it. It
shouldn't be a problem later when we move to a better connected
machine. You can use the same export you did before (rev. 26), or the
latest (28). Revision 27 is just me removing some earlier changes to
try and fix the problem, and then I added them all back in in rev. 28
when I found there was no code problem.

I'm not running a seed on the non-free one, so I'm not sure why you
would get any peers back. If you want to test it you'll have to seed
it yourself.
