[dep-plumbing] 2013 ping for DEP 11.

Hello,

DEP 11 has been marked CANDIDATE more than a year ago.  I was wondering if the
work ended up being implemented in a way that the DEP can be marked ACCEPTED,
or if the implementation did not happen or was not successful in a way that the
DEP should better be marked REJECTED.
