Bug#883548: chdist apt should use proxy configured in host

version: 2.7.11

Currently the chdist step in build-and-upload script (from
pkg-ruby-extras) take a long time even though, sbuild and autopkgtest
completes much faster because it use apt-cacher-ng.

Please take proxy configuration from host's apt configuration.
