[Dh-make-php-devel] Depends on php?

pear packages shouldn't care about the phpapi. They may need a certain
php version, but the phpapi is the internal C api which is only relevant
for pecl packages.
A pear package should depend on php4|php5 and possible other pecl/pear
packages. Putting php4|php5 by default into Depends maybe a good idea.
The package.xml could deliver more dependencies but that doesn't help
much because we don't have a consistent name schema for packages.
