I got the following feedback from Pierre when he looked at my pear
packages which he is currently sponsoring. I looked at the policy
section 7.6 and he does appear to be correct.
I've gone ahead and made the change in main and in the pre-0-2-0 branch.
If you think it looks good you can upload it, and then I'll merge the
changelog into the current release.

yes, they should be Build-Depends not B-D-I. if a tool is used to run
the clean rule of your package, it *must* be in b-d and not b-d-i. and
dh-make-php provides an include and debhelper runs dh_clean.
this should be catched by lintian
