nope, verified with lintian 1.23.45.

no; lintian trows an error *iff* using non-ascii characters and *any*
different charset than utf. files which use ascii-only characters are,
so to speak, already utf (remember: alpha-numeric ascii character codes
are the identical in both ascii and utf, this was done on purpose when
utf was specified).

when using non-ascii characters, we *need* to use utf - which is a
completely differnt thing than *enforcing* utf by using non-ascii
characters.
