Here's my question (and IANAL either, so forgive me if the answer was
obvious): I have a copy of the data in question, and plan on hosting
extracts of it on my own gopher server when time permits. Will this
agreement in some way affect my rights (and the rights of others) to
host part or all of the content?
I like Bradley's suggestion: Offer it up under the CC license, and be
done with it.
