Nope, Gmane is using NNTP, but is not part of usenet.

"Moving to gmane.n.g.g" does not make sense, Gmane is a mailing list to
NNTP gateway - every article on Gmane comes from a mailing list.

As far as I can see there is nothing stopping the participants of this
mailing list from using the usenet group instead, right now.

If a mailing list is preferred, Gmane can provide an NNTP interface for
a new list, as it does for the current list.
