Well, the NNTP part of Gmane never stopped working, but the web-part was
shut down, and later handed over to a new set of owners (who
unfortunately do not seem to have the time to get the web-part fully
going again).
But again: choosing between usenet and Gmane does not make sense (as
Gmane is a mailing list-NNTP gateway, not a usenet news server nor a
mailing list provider).
Choosing between usenet and a mailing list hosted a new place does make
sense.

The decentralized nature is definitely an advantage of usenet.
Even though mailing lists predate usenet, mailing lists are thriving
while usenet is declining, so choosing usenet for gopher discussions
does seem quite fitting.
