Removal of Bootchart from Debian

I believe the current package should be replaced with the C
implemation (some times called bootchart2) and kept in Debian, as it
still provide a very useful way to benchmark and graph the boot
process.

In other words, I believe the package should be kept and its upstream
replaced with <URL: http://github.com/mmeeks/bootchart >. :)

I saw a person interested in working on this, so if you do not want to
do this, it is probably best if you orphan the package to see if
someone take over. :)
